This is Girmay Zahilay, and I am excited to be joining you freshly sworn into my second term on the King County Council. I was re-elected this past November to an additional 3-year term serving District 2.

District 2 Survey Results:
Last month, my office mailed a survey out to thousands of residents in King County District 2. Hundreds of you responded to the survey letting us know your policy priorities, ideas, and concerns. We’ve included a few highlights here that may give you insights into what District 2 residents care about.
27% of respondents live in South Seattle, followed by 21% in Capitol Hill, 15% in the Central District, and the remaining 37% in several other neighborhoods like the University District and Skyway. We asked respondents for the top 3 priorities that King County should address: the number 1 priority for District 2 residents was affordable housing and homelessness, with 70% marking it #1.
After that, 47% selected addressing the behavioral health crisis (mental health & addiction recovery) and 43% selected public transit investment/improvements. Public safety and policing followed closely with 38%.
When asked which areas need the most investment today to maintain public safety, District 2 residents said the #1 area is more mental health mobile crisis responders (50.9%), followed by homelessness solutions (43.8%), substance use treatment (35.2%), and law enforcement (31.1%).
When respondents were asked about what they value in District 2 or King County, the answers were widespread, including diversity, walkability, and public infrastructure, such as parks, green space, and bike lanes.

Join the Conversation: Sound Transit Board Listening Sessions
I'm excited to announce my appointment to the Sound Transit Board, where I will work to enhance our region's public transportation system. To gather community input, I'm hosting listening sessions via Zoom. Your experiences and ideas are crucial for helping me shape my priorities. I want to help build a more reliable, accessible, safe, and inclusive transit system, especially in areas such as Rainier Valley. Collaborative Efforts Towards Reducing Gun Violence
I was proud to facilitate the inaugural meeting of the King County Executive Leadership Advisory Group, which marked an important step in addressing gun violence in our community. Key stakeholders, including the King County Executive, Seattle Mayor, law enforcement, judicial leaders, and public health experts, joined forces to coordinate and formulate strategies to combat the epidemic of gun violence in our region. The group's commitment to regular dialogue and proactive steps shows a promising path towards positive change.
Skyway Resource Center
The groundbreaking for the Skyway Resource Center marks a significant achievement, a result of years of dedication by the Riz Partnership, DLS, US Bank, my office, Skyway Coalition, and the Skyway community. As someone who grew up in Skyway, I recognize the immense value of having a central place for learning, gathering, job finding, health support, and more. Crisis Care Center Levy Implementation Plan Briefings
Join us for two crucial community briefings on the Crisis Care Center (CCC) Levy Implementation Plan. These briefings, open to all community partners, will provide detailed insights into the plan proposed by the Executive. The sessions are scheduled for January 23, with the first session from 1:00 to 2:30pm and an evening session from 6:00 to 7:30pm, both via Zoom. Registration is required. Doors Open Legislation and 4 Culture's Information Session
The King County Council has approved the Doors Open legislation, enhancing funding for the county's non-profit organizations in arts, heritage, science, and historic preservation. To understand the impact and details of this initiative, join a session with 4 Culture's Executive Director, Brian J. Carter, on February 6 at 12pm. This is an excellent opportunity to learn how this legislation will support cultural organizations in the county.
Central District Community Safety Meetings
The community safety meetings in the Central District continue to draw significant participation. So far, we've developed plans for increased violence prevention, enhanced street lighting and traffic calming measures, litter control initiatives, a security presence, Metro transit changes, and improved behavioral health services. This progress is thanks to the dedication of community organizations, Seattle city agencies, King County departments, and the 23rd & Jackson neighborhood. Remember, public safety is a collective effort, and it's heartening to see the community, especially the youth, actively involved.

2024 Comprehensive Plan Update
The Councilmember Sarah Perry's insightful video on the 2024 Comprehensive Plan Update is coming to the King County Council! This once-per-decade update is a chance to reshape our county's future, focusing on sustainable development, environmental protection, and equity. Key topics include strategic housing and commercial development, preserving agricultural lands and forests, and ensuring clean water and air. The 2024 update will also emphasize equity, affordable housing, and climate change policies. Find Shelter During Cold Weather
With temperatures dropping, it's crucial to know where to find shelter. The King County Regional Homelessness Authority (KCRHA) has compiled a comprehensive list of available shelters. This resource is especially helpful during severe weather conditions and cold spells. To access the list and find a shelter near you, visit the KCRHA website. Stay safe and warm, and please spread the word to those in need.
Families in need can contact the Family Shelter Intake Line (206-245-1026) for shelter and transportation.
Supporting Our Community in Cold Weather
As the cold weather intensifies, with temperatures dropping to the 30s, the KCRHA has activated its Severe Weather Response protocols for the fourth time since November. To assist in this effort, the public is encouraged to donate funds for critical supplies like coats, gloves, and food. These donations allow for flexible and immediate support.

January 2024 Proclaimed as Rev. Dr. Martin Luther King, Jr. Month in King County
This January, King County Council proudly proclaims the month as Rev. Farewell and Thanks to Councilmembers Jeanne and Joe
Last month marked the end of an era for the King County Council as we bid farewell to Councilmembers Jeanne Kohl-Welles and Joe McDermott. Their departure after a combined 54 years of public service is a momentous occasion. Both have been not just colleagues but also friends, leaving a lasting impact through their dedicated service. Metro's SaFE Equity Workgroup
King County youth, here's your chance to influence transit safety! Metro is seeking members aged 15-19 for its SaFE Equity Workgroup. This is a unique opportunity to voice your ideas on safety, security, and fare enforcement in our transit system. Plus, participants will receive a stipend of $75 per hour. Alliance for Gun Responsibility: Gun Violence Solutions in King County
I want to give deep appreciation to the Alliance for Gun Responsibility for bringing together regional leaders to develop strategies for local gun violence solutions. This meeting highlights the urgent need for increased coordination, additional resources, and targeted intervention, and prevention strategies. Such collaborative efforts are vital to addressing and ultimately eliminating the gun violence crisis in our community.
Revitalizing Rainier Beach High School
Rainier Beach High School is undergoing a transformative change with the construction of a new, state-of-the-art building. The site is bustling with activity, featuring steel frameworks and hardworking crews. Honored to receive The Legislative Spitfire Award
It's an honor to announce my selection for the Legislative Spitfire Award from the National Alliance on Mental Illness. This recognition underscores the ongoing commitment to enhancing our region's behavioral health infrastructure. The focus continues on developing Crisis Care Centers, deploying mobile responders, and expanding school-based mental health services, among other initiatives. This award is a testament to the dedication and progress in addressing mental health needs in our community.

I'm deeply honored to have received the Hero Award from the American Federation of State, County and Municipal Employees (AFSCME) last month. My heartfelt thanks go to AFSCME for this recognition and to my staff, Fedilla Kassa, for accepting the award on my behalf. VSHSL Grant Application Assistance Services Funding Opportunity
The King County Department of Community and Human Services announced the Request for Qualifications for VSHSL Grant Application Assistance Services. This initiative, funded by the Veterans, Seniors, and Human Services Levy (VSHSL), aims to collaborate with consultants to provide technical support to community-based organizations applying for VSHSL or other King County grants. Opportunity Alert: 2025 King County Conservation Futures Grants
King County is excited to announce the opening of applications for the 2025 Conservation Futures grants, due February 12, 2024. This program offers financial assistance for acquiring and preserving parks, open spaces, and various natural areas within the county. Eligible projects include urban greenspaces, forests, community gardens, farms, trails, and stormwater parks, especially those near affordable housing. This initiative highly prioritizes projects benefiting historically underserved communities and may offer a full purchase price match waiver for such initiatives.
Eligibility extends to cities, the county itself, park districts, and 501c historic preservation associations, as well as nonprofit nature conservancies. The program is here to support your projects in multiple ways, from brainstorming ideas to providing technical assistance, especially for nonprofits, smaller agencies, and match waiver requests.

King County Parks' 2024 Grant Programs
King County Parks is now accepting applications for the following grant programs:
These grants support projects that enhance access to sports, play, and recreation in underserved communities. The application deadline is March 4, 2024. An information session will be held on Wednesday, January 24 (10 to 11:30 a.m.), online via Zoom, with additional grant application consulting available for eligible organizations. Seattle RFP: Training for Construction and Clean Energy Jobs
The City of Seattle invites proposals for the Construction Training and Clean Energy Jobs RFP.
