King County’s Finance and Business Operations Division, Procurement & Payables section, is seeking a Contract Specialist 2!

This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2025. If filled by a King County employee who has passed their initial probation, the TLT will be a Special Duty Assignment.

In this position you will be responsible for leading, overseeing, and supporting construction procurements (capital projects) across the entire County.
 
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  • Determine bidding requirements, selection criteria and general terms and conditions.
  •  Develop scope of work and specifications with clients.
  •  Prepare contract terms and conditions for execution.
  •  Facilitate contract negotiations.
  •  Hold evaluation meetings, interviews, pre-bid conferences, pre-proposal conferences, proprietary meetings, and debriefs with consultants and County staff.
  • Ensure compliance with applicable laws, regulations, contract terms, policies and procedures.
  •  Have critical thinking skills and bring techniques to reduce waste and increase efficiency.
Minimum Qualifications:
  • Experience of competitive procurement solicitations, contracting with emphasis in WA state construction public procurement process;
  •  Knowledge of contract law, regulations, procurement methods, industry principles and best practices;
  •  Ability to facilitate cross-functional discussions, resolve conflicts, and find resolutions;
  • Strong communication, interpersonal, writing and customer service skills;
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work;
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products;
  • Ability to work with people from diverse backgrounds.
We would love it if you have:
  • Oracle EBS and/or Oracle procurement Cloud or related experience utilizing procurement technology;
  • Procurement Certification(s): Such as CPPB (Certified Professional Public Buyer), Associate DBIA (Design-Build Professional) and/or Associate Design-Build Professional (Assoc. DBIA) or other relevant certifications;
  • Experience with LEAN processes and principles;
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Other Position Information:
This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour work week; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is represented by Teamsters 117.

The work associated with this position will be hybrid with time in office to attend pre-bid conferences, site tours and quarterly division meetings. 

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
