New rate structure reflects transition to revenue model that sustains operations as County moves forward in waste reduction

Fixed annual charge for contract haulers aligns with reduced trash
collection and increased recycling efforts

Beginning January 1, 2024, King County's Solid Waste Division will transition to a new rate structure for garbage disposal. The rate restructure was approved unanimously by the King County Council on September 13, 2022.

To support the movement toward decreased garbage generation throughout the county, King County Solid Waste will implement a new fixed annual charge (FAC) for contract haulers and separate per-ton disposal fees for contract and self-haul customers.

The new charge reflects regional efforts to increase recycling and reduce landfill waste while continuing to support revenue for operational needs. The FAC will serve as a base cost for contract haulers with the addition of a $150.83 per-ton disposal rate at stations. Self-haul customers will pay a rate of $198.00 per ton. Sedans and two-door hatchbacks will pay the minimum rate of $33.00. Washington State Refuse Tax and Moderate Risk Waste Surcharge costs are included in rates for self-haul customers and are paid separately by contract haulers.

Yard and wood waste fees will remain the same at $18 for sedans and two-door hatchbacks and a weighted rate of $115 per ton for all other customers.

Increased discounts for qualifying low-income customers will also coincide with the change, increasing from $15 to $16.

Additional messaging about the new rate to the general public and solid waste facility customers will begin in mid-October and continue through the end of the year.
