The 2021 Seattle construction codes will not be adopted until October 2, 2023, at the earliest. This is later than expected, as the City of Seattle's legislative review process is taking longer than anticipated. Please note that the 2021 Washington State construction codes are still planned to be adopted statewide July 1, 2023.
For more information and continued updates, check out City of Seattle’s code adoption webpage linked here. From July 1, 2023 through October 1, 2023, SDCI (and PHSKC) will accept applications using either the 2018 or 2021 suite of codes.
We want your thoughts on how to implement new inspection requirements for insulation installations. Use this sign-up link to join our advisory group, which will meet virtually for the first time at 2pm on May 24, 2023.
As a reminder, starting July 1, 2023, Public Health will begin inspecting insulation installations on plumbing systems. Since this is a new inspection policy, we are holding online meetings with stakeholders to discuss how to implement these inspections and enforce various Energy Code provisions. Our intent is to focus inspections primarily on two installation criteria: insulation thickness and insulation continuity. The insulation inspection implementation date is not in any way connected to the adoption of 2021 City of Seattle construction codes and is not expected to be delayed beyond July 1, 2023.
The final, updated version of the PHSKC Occupancy and Use guidance document has been approved and is now posted on our website. This document clarifies which projects require Plan Review and which may be subject to field inspection with an over-the-counter permit.
Our next focus will be to update the Commercial Plumbing Design Guidance document. This document lists the information required to be submitted on a set of design documents for Plan Review along with specific advisory notes. If you would like to be involved with the development of this document, please get in touch with your preferred local industry group (ASPE, ASHRAE, MCA, PHCC) and ask about it. We anticipate sending out a first draft of this guidance document update for stakeholder review in the first half of May 2023.
