August 2022: It's Been a Great Summer!
Dear Friend,
What a wonderful summer we’ve had with festivals and community events in gorgeous weather – so great to be out together in person enjoying the fullness of our communities! As August comes to a close and we turn our sights toward getting back to school, cooler weather and fun holidays, we are also gearing up for a busy Fall in King County Council! Specifically, we are working on multiple important documents that will forecast the work that King County and our Council will be doing over the next several years:

The 2024 Comprehensive Plan Update guides the County’s long-range vision for the next 10 years in the areas of growth and protecting natural resources. The 2024 update has three focus areas: Climate Change & Environment, Housing, and Access & Equity.

The Subarea Plans guide long-range development for specific communities that will eventually become part of the 2024 Comprehensive Plan. Our district has two Community Service Areas (CSA) in our unincorporated areas: the Bear Creek/Sammamish area and the Snoqualmie Valley/NE King County area.

The Biennial Budget establishes our Council’s operating costs and fiscal spending priorities for the next two years starting in January 2023. This important document sets policy for county government and oversees the delivery of services you need and expect.

Behavioral Health Support in our Region
A few weeks ago, Dow Constantine, King County Executive and other leaders in our region announced a coalition to tackle the behavioral health crisis in King County. I am so excited to partner with Executive Constantine and my King County Council colleague Councilmember Girmay Zahilay and others on this important initiative as we work to improve behavioral health resources for everyone across the county.
The coalition will develop a policy proposal to prioritize behavioral health, support existing facilities, increase access to new facilities, strengthen the workforce, and partner with state and local agencies and service providers to develop solutions so everyone has a better chance of living stable, meaningful lives. We're looking forward to working on this issue together, so stay tuned for more information soon!
In the meantime, I have been convening State Legislators, Fire Chiefs, Police Chiefs, King County Sheriff’s Office, Tribal Leaders, and Behavioral Health specialists across our District to talk about collective efforts. We have also been meeting with District superintendents to make sure that we work together to support our youth.
Important Council and District 3 Updates!
The Council has been staying busy in our Full Council Meetings and Committees. Some of the initiatives that we have been working on are below:

Free Youth Transit Passes: I’m excited to have supported our Zero Youth Fare legislation, which passed in Council and allows youth to travel across our region without barriers. Starting Sept. 1, over 300,000 riders 18 and younger can ride for free on transit systems, including Metro buses, light rail, and Snoqualmie Valley Transportation! Celebrating Eastrail Projects and $29M in State Funding: Last week, we came together in Woodinville at the Wilmot Gateway Park, the site of an Eastrail project that will connect the city with surrounding areas, to celebrate funding for this project and more! Strong partnerships between city and county governments, communities, and local businesses continue to fuel this dynamic effort, with sections of trail already open!

Law, Justice, Health, and Human Services (LJHHS) Committee: Next week's LJHHS meeting covers many important topics that residents have been talking to me about. These include a Proposed Motion requesting the Executive to support food banks, a Proposed Motion to create a behavioral Health Recovery Champion Award, a Proposed Motion approving a report showing the plan for achieving Zero Youth Detention, and a briefing on 988 implementation. Small Business Spotlight: Miller's
Miller’s has been a staple in the Carnation community for the past few years! If you've been to Miller’s, you know what a gorgeous venue it is -- warm and inviting to all who enter. Started by Nancy Colton and Bill Pritchard, you can go to enjoy live music and most importantly, community. Give them a visit at 4597 Tolt Avenue, Carnation WA 98014, or call them at 425-466-5386 if you’d like to rent the venue for an event.
The Empower Youth Network has a mission of promoting and inspiring youth to lead safe, healthy, and successful lives. Their preventative programs and resources for youth and families in the Snoqualmie Valley make an impact in the lives of so many. We also recently had the opportunity to recognize them with a District 3 Metro Van Grant! The City of Carnation has been going through many positive changes, including a huge public works project to improve Tolt Avenue! Under the wonderful leadership of Mayor Kim Lisk and the Carnation City Councilmembers, the city has been growing rapidly. They are hosting a Ribbon Cutting Ceremony tomorrow, Wednesday, August 31st at 11:00 AM at Tolt Commons. You won't want to miss this!
Finally, I want to recognize Mayor Lisk, who is unfortunately moving away, for all of the work that she has done for the city of Carnation – thank you Mayor Kim Lisk!

2. Building for Equity: Project Development and Capacity Building
Applications are due Friday, September 9th at 5PM. Apply now at this link.
Details: This 4Culture grant allows organizations to secure long-term facility needs, funding activities that increase an organization’s capability to advocate and plan for, fundraise for, lease, acquire, repair, remodel, and/or construct space. Organizations can apply for up to $25,000. For more details, please visit the grant website here.
3. Infant and Early Childhood Mental Health Supportive Coordination RFQ
Applications are due Friday, September 16th at 2PM. Apply now at this link.
Details: Best Starts for Kids is seeking to partner with up to two organizations to improve and support the social and emotional outcomes for babies, young children, and their families in the context of culture, language, and community. There is $1 million to be allocated annually. For more details, please visit the grant website here.
4. Healthy Communities & Parks Fund
Applications are due Sunday, September 18th at 11:59PM. Apply now at this link.
Details: Grants are available for programs, capacity building, land acquisition, and capital projects that increase access to recreation, parks, and open space in underserved communities. Applicants can apply for up to $15,000 per project. For more details, please visit the grant website here.
