For the second year in a row, King County has been named the nation’s #1 Top Digital County by the Center for Digital Government and the National Association of Counties.
This prestigous annual award identifies the best technology practices among U.S. counties, including initiatives that streamline delivery of government services, encourage collaboration, enhance cybersecurity, and apply innovative and emerging technologies to county priorities.
“Winning the top spot again this year – it’s a spectacular achievement,” said David Mendel, Chief Information Officer for King County. “This is truly a reflection of how each and every member of the KCIT team is dramatically transforming how we serve residents. The work you do matters, and people have noticed - we are making government better!”
 In 2021 King County delivered more tech, faster. KCIT completed a record-breaking 37 projects, including:
“Connected Communities” projects, such as:

Online reduced transit fare enrollment. Increased reduced fare transit signups by over 2000% by implementing online enrollment

Online protection orders office. Over 4,000 customers per year no longer need to travel downtown for protection orders now available online
-
Affordable Connectivity Program. More than 40,000 households, predominantly from underserved communities, enrolled in subsidized monthly internet program
“Connected Data” projects, such as:

Evidence.com. Over 275,000 large digital evidence files now available quickly and securely from within case management systems

Client Outcome Reporting Engine (CORE). Provides DCHS with real-time data dashboards on over 100 providers. This covers all levy and departmental programs allowing analysis on success factors as well as equity

Jail Management System. First system in the nation to combine records for juvenile, adult and community corrections agencies from all regional legal, police, and courts jurisdictions

Metro’s transit data hub (TBIRD). Supports a data-driven culture resulting in multiple, on-going improvement automations eliminating tasks that previously took 675 hours of staff time to perform every year
“Connected Government” projects, such as:

Remote Jury selection/attendance and witness testimony. Enabled more than 120 Superior Court jury trials to safely proceed – more trials than any county in the nation was able to hold

Transition to Microsoft Teams. Rapidly implemented remote collaboration tools for employees enabling 75,000 meetings, 350,000 phone calls, and 3 million chat messages per month

High-Volume Data Processing. Virtual work environments enabled King County employees working remotely by increasing data processing speeds by over 50 percent

NeoGov enhancements. Improved digital HR systems enabled nearly 4,000 digital onboardings of new staff, over 75,000 HR transactions to happen faster and more securely (such as digital vaccination compliance forms), nearly 32,000 online training courses completed, and new employee performance evaluation features

Puget Sound Emergency Radio Network (PSERN) testing. PSERN was fully tested, piloted, and is now rolling out; this system will result in increased coverage, enhanced capabilities, and improved reliability when fully launched in 2023

Procurement systems. Increased online supplier registration and efficiency with new procurement solution

Employee travel and reimbursements. Reduced processing costs and wait time from 45 days to just 5 days
COVID-response projects, such as:

Multi-lingual appointment verification and scheduling systems. Assisted Public Health with administering more than 105,000 vaccinations

Eviction Prevention and Rental Assistance Program (EPRAP). Nearly 50,000 households were able to register for rental assistance that paid out $169 million to 15,000 qualified households using new, automated application and disbursement tracking systems
