2024 Comprehensive Plan Update


The 2024 update of the King County Comprehensive Plan has begun.  This update is the Washington State Growth Management Act's required eight-year review to ensure compliance with the Act's goals and requirements.  The update is required by state law to be completed by June 30, 2024, and thus is known as the "2024 Update."  As part of the 2024 Update, the County will also be completing a new State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS) for the Comprehensive Plan.  An EIS analyzes the environmental and other impacts of the proposed plan.

Scope of Work

The 2024 Update is an opportunity to make substantive policy changes that address the community's long-term needs and advance the County's policy goals.  The 2024 Update will be rooted in the County’s goal to make King County a welcoming community where every person can thrive, and it will have three focus areas: climate change and the environment, housing, and pro-equity actionsThese and other topics that will be considered as part of the 2024 Update will be included in a Scope of Work that will be submitted by the Executive to the County Council on March 31, 2022.  The Council is anticipated to then review, amend, and adopt the Scope by May 31, 2022.  The Scope of Work will also be used to inform the scope of the environmental review (SEPA EIS).

To develop the Executive Recommended Scope of Work, King County will work with the community to identify topics to be addressed in the 2024 Update and will be initiating public engagements during the first quarter of 2022.  Ideas may also be submitted on a Docket Form and shared with King County by February 11, 2022.  County staff will be available to speak with residents, community organizations, and stakeholder groups to hear scoping ideas; request this by emailing compplan@kingcounty.gov.

Residents, community groups and stakeholders may also advocate for scoping topics with the Council during its review of the Executive Recommended Scope in April and May 2022.  Some new topics might be also able to be considered later in the process, depending on the nature of the proposal; but being included in the adopted Scope of Work is the best way to ensure requests can be evaluated.
