The Public Health Preparedness Section is responsible for the mitigation, preparedness, response, and recovery activities of Emergency Support Function 8 – Health, Medical, and Mortuary Services for King County.

We have 3 Project/Program Manager III positions that will work in the COVID-19 Vaccine Advanced Planning Group in HMAC Operations.

  • COVID Vaccine Program Manager III - Long-term care facility (LTCF)specialist
  • COVID Vaccine Program Manager III - Non-healthcare

We expect these positions to last 6 months. 

COVID Vaccine Program Manager III – Acute care/outpatient specialist

Job duties:
  • Coordinate with NWHRN, WA Department of Health, WA Department of Social and Health Services, professional medical associations, neighboring local health jurisdictions, and healthcare providers to assess the capacity of potential COVID-19 vaccination providers to receive, stage, store and administer the vaccine
  • Support outreach to acute care and outpatient providers and vaccinators to encourage provider enrollment in the federal COVID-19 Vaccination Program
  • Support onboarding and training with reporting and tracking systems including the Washington Immunization Information System (IIS) and PrepMod or VAMS
  • Review vaccine administration plans for vaccinating healthcare workers, patients, and other high-risk priority populations throughout the various phases of vaccine availability
  • Identify resource needs to ensure all providers can store and administer vaccines
  • Provide subject matter expertise and technical assistance to providers on the safety and efficacy of vaccine candidates and products, including dosing, storage, administration, contraindications, patient reminders, and all reporting requirements
  • Use lessons learned from initial phases of vaccine availability to inform strategies for community-wide vaccination efforts when the vaccine is more widely available
  • Supervise staff as needed.
Qualifications: 
  • Thorough knowledge of domestic immunization programs and vaccine delivery systems.
  • Demonstrated ability to provide consultation and technical assistance to health care providers and the community.
  • Demonstrated ability to work under pressure and carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner.
  • Experience supervising multi-disciplinary staff.  
  • Demonstrated ability to maintain the confidentiality of protected health information at all times.
  • Demonstrated ability to clearly and effectively communicate orally and in writing with supervisor, co-workers, and healthcare providers.
  • Experience and skill in working with diverse populations and cultures. 
  • Experience working on projects with complex technical aspects that change regularly. 
  • Experience using process metrics to inform the success of the program and make adaptations as needed. 
  • Must display good judgment and comfort in making independent decisions, while understanding limitations and elevating as needed in the absence of information.  
  • Effectively manage multiple competing priorities and projects under a rapidly changing environment, with the ability to plan and prioritize effectively in this environment.  
  • Public Health relies on office automation (Microsoft Office 365), other web-enabled tools, and multiple large databases. Candidates must be proficient and comfortable with computer use to perform essential functions of the position.  
Desired Qualifications: 
  • Experience with vaccine-preventable diseases and disease control measures.
  • Clinical or hospital administration experience (inpatient or outpatient).
  • Master's degree in public health or related field (or equivalent)
  • At least two years of experience in a supervisory role. 
  • Experience with managing a large program, including communicable disease investigation, highly desirable.  
  • Demonstrated skills and comprehension in communicable disease epidemiology, clinical characteristics, prevention, investigations, disease control, and pandemic preparedness and response highly desirable. 
  • Experience in interpreting guidance and adapting the Centers for Disease Control and Prevention (CDC), WA Department of Health (DOH), or Public Health-Seattle & King County (PHSKC) guidance to various settings.  
  • Knowledge of county hiring and contracting procedures highly desirable.  
  • Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently.  
  • Bilingual/bicultural. 

COVID Vaccine Program Manager III – Long-term care facility (LTCF)specialist:

Job duties:
  • Provide input and coordinate with WA Department of Health (DOH) and WA Department of Social and Health Services (DSHS) and professional associations on vaccination planning within the LTCF sector in King County.
  • Coordinate with the Communicable Disease COVID-19 LTCF team on vaccine planning, implementation, and outreach to LTCFs.
  • Develop, inform, and distribute COVID-19 vaccine guidance documents for LTCFs in collaboration with PHSKC leadership, DOH, DSHS, and other partners.
  • Review vaccine administration plans to vaccinate long-term care facility workers and patients throughout the various phases of vaccine availability
  • Identify resource needs to ensure all facilities have access to vaccine in the initial phase of vaccine allocation
  • In collaboration with colleagues in the COVID vaccine advanced planning group, support outreach to potential vaccinating agencies and encourage enrollment in the federal COVID-19 Vaccination Program to supplement the federal partnership with pharmacies
  • For LTCFs conducting their own vaccination clinics, support onboarding and training with reporting and tracking systems including the Washington Immunization Information System (IIS) and PrepMod or VAMS
  • Review vaccine administration plans for vaccinating LTCF residents and staff
  • Provide subject matter expertise and technical assistance to LTCF residents and staff on the safety and efficacy of vaccine candidates and products, including dosing, storage, administration, contraindications, patient reminders, and all reporting requirements.

COVID Vaccine Program Manager III – Non-healthcare

Job duties:
  • Respond to inquiries, and conduct presentations and facilitate meetings with non-healthcare partners to inform them of COVID-19 vaccine planning assumptions and operational developments.
  • Support outreach to non-healthcare partners, including first responders, businesses, and community-based organizations, to ensure essential workers and critical infrastructure workforce have access to COVID vaccine. This may require PHSKC to operate vaccine clinics or Points of Dispensing (PODs).
  • Support non-healthcare providers with closed POD planning in preparation for broader distribution of vaccine, once ample supply is available.
  • Coordinate with non-healthcare partners to assess capacity as potential COVID-19 vaccination providers, including the capacity to receive, stage, store, and administer the vaccine. Encourage enrollment in the COVID-19 vaccination program when appropriate.
  • Support onboarding and training with reporting and tracking systems including the Washington Immunization Information System (IIS) and PrepMod or VAMS when appropriate.
  • Use lessons learned from initial phases of vaccine availability to inform strategies for community-wide vaccination efforts when the vaccine is more widely available
  • Coordinate activities with department/city COVID-19 advisory groups already working with businesses.
Qualifications:

Necessary Special Requirements

Work Schedule: These positions are full-time, 1.0 FTE and exempt from the provisions of the Fair Labor Standards Act and are not overtime-eligible. Some weekends and evening work required, and some travel may be required.

Work Location: The primary location is Chinook Building, 401 5th Avenue, Seattle, WA 98104, and must be able to work at a variety of sites located in King County as needed. Staff will be also required to telecommute. 
 
Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021, in compliance with King County’s telecommuting mandate.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
