We are writing to inform you of changes in fees charged at King County Solid Waste Division recycling and garbage transfer facilities in 2020 as a result of a 2018 King County Board of Health approved increase in the rates that fund hazardous waste services throughout the county.
The “moderate risk waste surcharge” that funds hazardous waste programs is included in the total fees charged at King County recycling and garbage transfer facilities. Effective January 1, 2020, the surcharge will increase from $1.91 to $2.01 for the minimum fee, and from $4.99 to $5.25 for the per ton fee in 2020.
 1 The total minimum fee is rounded to the nearest $0.25 per King County Code 10.12.030.
2 In 2018 the King County Board of Health, which sets the moderate risk waste surcharge amount that funds hazardous waste programs throughout the county, approved a rate schedule with an increase each year for the four-year period 2019-2022.
3 To qualify for this fee, charitable organizations must meet the criteria as defined in King County Code, Title 10. Solid Waste, Chapter 10.04.020.
Note: some haulers are exempt from paying the surcharge and state refuse tax at King County solid waste facilities.
