Creation of the Veterans, Seniors and Human Services Levy Advisory Board

King County is currently recruiting for the newly established Veterans, Seniors and Human Services Levy (VSHSL) Advisory Board. Ordinance 18792 created and codified into King County Code the VSHSL Advisory Board. The VSHSL Advisory Board replaces the former Veterans and Human Services Levy’s Regional Human Services Citizen Oversight Board (RHSCOB) and the Veterans Citizen Oversight Board (VCOB). It also incorporates the RCW 73.08.035 required Veterans Advisory board (VAB).

The duties of the VSHSL Advisory Board are to oversee the distribution of the VSHSL proceeds for each VSHSL priority population as defined by the levy, as well as overseeing the distribution of technical assistance and capacity building funds. The VSHSL Advisory Board will consist of 30 members structured in three, 10-member committees. Each committee will have expertise in one VSHSL priority population: 1) veterans, service members and their families; 2) seniors and caregivers of seniors; and 3) vulnerable populations.

For the initial board, terms lengths will be staggered: 2 years for 21 board members, 7 from each committee, and 3 years for the remaining 9 board members, 3 from each committee. Term lengths will be 3 years thereafter.

Who May Apply

Members of the VSHSL Advisory Board must reside within King County and meet the requirements specific to each committee. Elected official are ineligible for board membership while they hold office.

Selection Process

Ordinance 18792 sets forth nominating entities and processes for nomination. Nominating entities for the VSHSL Advisory Board are the King County Council, the City of Seattle, Seattle-King County Advisory Council for Aging and Disability Services, and Sound Cities Association. Additionally, the King County Executive will directly appoint four VSHSL Advisory Board members. To apply for a position on the VSHSL Advisory Board individuals must complete the King County Boards and Commissions Application Form. Once appointments are in place, members will be asked to complete a Financial Disclosure.
