This position provides senior level consultation and advice to the King County Water and Land Resources (WLR) Division staff on a broad spectrum of human resources functions.  This is a true human resources generalist position, where the preponderance of your work will change from day to day.  Daily advice is based on a variety of sources: Federal, State, and local laws; King County policies and practices; and the four collective bargaining agreements governing our employees.  The variety of interests you will represent requires strong competencies in the areas of organizational agility and interpersonal skills.
 
It is expected that this position goes beyond providing technically sound advice, by also assisting with the strategic direction of the unit; creating best practices; refining processes, procedures, and tools; taking on complex issues where you may not have a strong body of experience; and providing quality control to the HR unit's daily functions.
 
The WLR Division provides both regional and local services for King County residents.  Regional services include flood hazard reduction and emergency response, hazardous waste management, noxious weed control, agriculture and small lot forestry practices, watershed planning, and environmental laboratory services.  Local services include storm water management, habitat restoration, and scientific analyses.

WORK SCHEDULE: This position works a 40-hour workweek, Monday through Friday, 8:00 a.m. – 5:00 p.m.  It is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. If needed, work may extend into the evening.

JOB DUTIES: 
 
• Interpret, advise, train, and enforce Federal and State law, King County policy, and four collective bargaining agreements for Division management.  Ensure Division practices are in compliance with laws and policies and suggest/implement alternative solutions where they are not;
• Serve as consultant to division management and staff in employment, classification, compensation, benefits and other human resource issues;
• Manage Division's protected leave requests and disability accommodations;
• Develop, conduct, monitor and oversee employee recruitment and selection processes. Develop job announcement/advertisements; implement Equity and Social Justice (ESJ) efforts in recruiting and selection;
• Serve as expert for Division's HRIS systems.  Ensure system maximization and quality control of data;
• Develop, maintain, and create metrics for HR functions; perform analytics to identify opportunities for improvement and celebration;
• Conduct internal investigations to resolve internal or external complaints into employee misconduct, policy violation, or illegal activity;
• Lead and facilitate efforts to continuously improve human resources processes;
• Oversee special projects and assignments of division HR Analysts; and assist with coaching and training, as needed;
• Develop, research, author, and present special HR projects/reports/recommendations;
• Represent management interests during collective bargaining agreement negotiations;
• Represent WLRD HR on various Division, Department and Countywide committees for policy review, training, and implementation;
• Develop and present training materials for human resource related issues.
 
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: 
 
Education and Knowledge
 
• A bachelor's degree in human resources management, business or public administration or closely related field; OR the equivalent combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
 
Skills and Experience:
 
• Five (5) or more years of experience providing increasingly responsible human resources support and consultation;
• Two (2) or more years of progressive experience processing and managing protected leaves, including disability accommodation requests, and the Family and Medical Leave Act;
• Experience advising, coaching and training managers and supervisors in HR business processes;
• Experience independently conducting employee investigations, making factual determinations, preparing reports and making recommendations;
• Experience providing an array of recruitment services through the full recruitment cycle, to include providing advice on: classification, selection criteria, sourcing strategies, and employment law;
• Experience creating best practices and innovating continuous improvement in various human resources functions;
• Skill in prioritizing and managing an extremely heavy workload with constant interruptions;
• Intermediate skills using HRIS systems (e.g. PeopleSoft) and providing quality control to human resources data;
• Intermediate skills using Microsoft Excel, or equivalent tool, to track, audit, and manipulate data into pivot tables, graphs, or other visualizations.

• Ability to establish and maintain effective working relationships with a diverse staff of employees;

• Ability to prepare concise, accurate reports, correspondence, and other written materials;
• Ability to critically review information, identify the important, and present conclusions in a persuasive way; and
• Ability to identify, set, and achieve diverse goals and measures; prioritize multiple projects with various deadlines; and use people and material resources in an effective and efficient manner.
 
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
 
• Experience administering collective bargaining agreements;
• Experience developing formal recommendations on strategies to address equity and social justice in the workplace;
• Knowledge of project management principles and practices.
