On October 12, 2026, HCA posted a new procurement to the Washington Electronic Business Solution (WEBS) related to future fully insured medical plan offerings in the Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) Programs. The PEB and SEB Boards must approve any plan offerings resulting from the procurement, with coverage expected to begin no earlier than January 1, 2029.
Overarching goals of the procurement include:
- Providing the same medical plan choices for PEBB and SEBB members while increasing options in historically underserved counties where possible.
- Aligning value-based structure and quality measures in the fully insured medical portfolio contracts.
- Improving competition, spurring innovation, and leveraging new technologies in plans.
- Reducing HCA’s administrative burden through aligned, advantageous contracting and streamlined member communications.
This procurement affects these populations:
- PEBB Program employees, non-Medicare retirees, non-Medicare Continuation Coverage subscribers, and their dependents.
- SEBB Program employees, non-Medicare Continuation Coverage subscribers, and their dependents.
The procurement does not include:
- Medical plans offered to Medicare retirees and Medicare Continuation Coverage members.
- The state’s self-insured medical plan offerings under the Uniform Medical Plan.
- Other non-medical plans, such as dental and vision, offered through the PEBB and SEBB Programs.
You can find the full Notice of Competitive Solicitation on HCA’s Bids and contracts webpage for more details, including an estimated timeline.
Questions about this active procurement should be directed to Sean Gregory at HCAProcurements@hca.wa.gov
