ConsentLink is a free electronic consent management tool from the Washington State Health Care Authority (HCA). It helps health care providers meet the updated 42 CFR Part 2 requirements which protect the confidentiality of substance use disorder (SUD) treatment records.

Important 42 CFR Part 2 dates

February 8, 2024: Updated Part 2 rules took effect.
February 16, 2026: Organizations must be fully compliant.

What is ConsentLink?

ConsentLink modernizes consent and release-of-information (ROI) workflows by replacing manual, paper-based processes with a secure digital system. It allows providers to:
