The Health Care Authority (HCA) is pleased to share that Comagine Health will serve as the lead organization for the CIE Program, an initiative under the Medicaid Transformation Project (MTP 2.0).
About the CIE Program
The goal of the CIE Program is to strengthen data sharing and care coordination across Washington. It will improve how Washington organizations – such as social services, health care providers, state government, and Tribes – work together to address health-related social needs (HRSN). HRSN services include housing, nutrition, transportation, and screening and referrals to coordinated services.
The CIE Program will set rules and provide guidance for how organizations can share HRSN data. The program will establish a shared technology system with capabilities such as resource directories, client management systems, and closed-loop referrals.

As the CIE Program lead organization, Comagine Health will:
- Work with statewide partners in the design of the CIE Program, including a transparent and inclusive governance process.
- Engage with partners across the state to design the CIE technology.
- Procure, implement, and operate the CIE technology.
- Provide technical assistance to partners adopting CIE technology.
- Support monitoring and evaluation of the CIE Program.
How we selected Comagine Health
HCA conducted a competitive request for proposals process. Staff and other state agency partners evaluated 14 proposals, which resulted in the selection of Comagine Health. Comagine Health is a Seattle-based national non-profit health care consulting organization.
The initial term of the contract is five years, with options to extend.

Next steps

Fall 2025: Begin community engagement and communications to gather input into CIE governance and technology needs.

Spring 2026: Form workgroups on data, technology, and policy; establish governance structures; finalize requirements for CIE technology.

Summer – Fall 2026: Begin to select and implement CIE technology.
