What is changing?
Effective for dates of service on and after October 1, 2025, the Health Care Authority (HCA) no longer covers physician standby services. The Centers for Medicare & Medicaid Services informed HCA that if a physician does not actually furnish a Medicaid service to a client, then it is not considered medical assistance under Section 1902 of the Social Security Act.
As a result, HCA initiated emergency rulemaking amending WAC 182-531-1250 and WAC 182-533-0400 under WSR 25-20-080 on September 30, 2025. HCA also revised the Physician-Related Services/Health Care Professional Services Billing Guide to reflect this change.
