During Collective Bargaining in 2025, an agreement was reached for enhancements to the employer-paid FSA contribution. To support you, we have updated the toolkit that you can use as a resource and share with eligible employees. The contribution is available to all PEBB employees who meet the criteria outline in the toolkit. Funds will be distributed by the end of January.
The PEBB Program appreciates the dedicated benefit administrators who help PEBB Program subscribers access and learn about their benefits. We realize that explaining the enhanced $300 Collective Bargaining Agreement (CBA) FSA benefit to employees can be complicated. The toolkit materials align how we communicate about the benefit to ensure accuracy, consistent messaging, and encourage use of these funds. Please use this toolkit as needed to help spread the word to employees about this great benefit!

What's in the toolkit
The toolkit includes:

New hire letter: Please share during a new employee orientation or in a welcome packet to raise awareness about this benefit.

Navia Benefits Debit Card graphic: Show members the card so they know what to expect when they receive it in the mail.

Shareable messaging: Pre-drafted messaging to post on social media, copy into the body of an email, or to share on another platform you have available for communicating with employees. We have suggested times of year to share the messaging included in the document.

CBA FAQ for members: Drafted for employees, this addresses some frequently asked questions and can be distributed to members or referenced to answer member questions.

CBA FAQ for union representatives: This is intended as a resource for union representatives and informs them of communication tactics. It also provides some information about the administration of FSAs and the contribution.

FSA video: Post on social media, copy in the body of an email to employees, play during new employee orientation presentations, or share on another platform you have available for communicating with employees.

CBA flowchart: This chart helps an employee to navigate whether they may be eligible to receive the $300 FSA funds. Please feel free to use on your website, in an email, or in print materials such as a newsletter. We have provided both a horizontal and vertical format as PDFs.
