From July 1–August 31, the Health Care Authority (HCA) is holding the annual Paying for Value survey for health care plans (also called payers).
“Paying for value” means plans pay health care providers for the quality of their care, not just how many patients they saw. This is also called value-based payment.
This year’s survey collects information about value-based payments during 2024. This survey helps us:
- See how plans act in value-based purchasing arrangements
- Track progress toward our statewide goal for value-based care
Washington state’s goal is to shift 90 percent of state-financed health care into value-based arrangements. As of 2023, we were at 78 percent.

We invite all plans that offer health care coverage in Washington state to participate. The survey is designed to be filled out by an administrative leader and each organization should respond only once.
The survey is due Sunday, August 31 at 11:59 p.m. Send completed surveys to PayingforValue@hca.wa.gov.

VBP is a strategy used to improve the quality and value of health care services a person receives. VBP ensures health plans and health care providers are accountable for providing high-quality, high-value care and a satisfying patient experience.
VBP uses value-based payment, focusing on quality—rather than quantity—of health care. In comparison, payments based on the number of customers are called fee-for-service.
