We invite health care plans and providers in Washington State to participate in this survey each year. Plans include Public and School Employees Benefits Boards (PEBB and SEBB) carriers, Apple Health (Medicaid) managed care organizations (MCOs), commercial plans, and Medicare Advantage plans.
We use survey responses to track VBP adoption and progress toward HCA’s VBP goal. Responses also help us assess current VBP efforts and improve them for the future.
This year, we received responses from 11 payers, including five Apple Health MCOs, five PEBB and SEBB carriers, and one commercial health plan not contracted with HCA. We also received responses from 23 provider organizations. The data we received from participating payers and providers is from 2023.
One survey finding is that 78 percent of state-financed health care, such as Apple Health and PEBB/SEBB, was tied to VBP arrangements.
Other key findings include:
- VBP adoption has leveled out in recent years. Overall VBP adoption decreased by 1 percent in 2023.
- VBP adoption is still mainly focused on primary care.
- Most practice revenue is not tied to alternative payment models.
