Apple Health Expansion health plans are responsible for providing interpreter services for clients for services covered by managed care. Dental services are not covered by managed care and are paid fee-for-service. Interpreter services are not covered by the Health Care Authority (HCA) or health plans for Apple Health Expansion services paid fee-for-service, such as dental care.
Providers are responsible for ensuring their clients have access to interpreter services.
Why does HCA not cover interpreter services for Apple Health Expansion during fee-for-service appointments?
HCA's interpreters services program, which receives federal funds, is unavailable for Apple Health Expansion clients, which is state only funded. Federal funds can not be allocated to state only funded programs.
This means there are no funds available to provide interpreter services for Apple Health Expansion during fee-for-service appointments, like dental services. Clients enrolled in Apple Health Expansion are eligible for interpreter services for managed care covered services, like most physical or behavioral health services.
Interpreter requests for Apple Health Expansion or other state only funded programs submitted through the HCA Interpreter services program will be rejected or denied. Apple Health Expansion clients should work with their providers to access interpreter services for these appointments. Requests for interpreter services through the Apple Health Expansion managed care plans will be processed as normal.
