Earlier this year, Washington was one of 18 states selected to receive the state grants for the implementation, enhancement, and expansion of Medicaid and Children's Health Insurance Program (CHIP) school-based services (SBS), a $2.5 million cooperative agreement with the Centers for Medicare and Medicaid Services (CMS) to improve and expand SBS.
This is an update from the Health Care Authority (HCA) in partnership with the Office of the Superintendent of Public Instruction (OSPI).

HCA is building infrastructure to support the grant activities.
- HCA contracted with OSPI to partially fund a full-time equivalent (FTE).
- HCA has hired one FTE who will start November 18 and will hire an additional FTE expected to start no later than January. View the job listing online.
- HCA extended a consultant contract to help develop a plan that will include community engagement opportunities to include students, families, tribes, school districts (SD), education service districts (ESD), partner state agencies, and other community partners. The community engagement opportunities are expected to begin in the next few months.
- HCA and OSPI have established regular SBS grant meetings to ensure effective collaboration.
- HCA and OSPI have attended national SBS related meetings, webinars, and conferences to learn, share information and best practices with other states, and prepare to advance SBS work in Washington.
HCA and OSPI will use input from interested parties to develop final recommendations to expand and transform SBS in Washington. We will develop recommendations driven by community partners to:
- Increase student access to services
- Increase Apple Health (Medicaid) billing opportunities for schools
- Reduce administrative burden on schools when billing Apple Health
- Ensure HCA is in compliance with 2023 CMS guidance
