Letter of Interest for Child Long Term Inpatient (CLIP) inpatient treatment capacity expansion

Health Care Authority (HCA) is seeking letters of interest (LOI) from current inpatient treatment providers for the expansion of Child Long Term Inpatient Program (CLIP) beds. In response to a 2023 request by the Washington State Legislature, we have funding to increase the number of CLIP treatment beds by 46.

We invite existing residential treatment facilities (RTFs) with capability/interest in becoming psychiatric residential treatment facilities (PRTFs) to express their interest in supporting this expansion.

Response requirements

Email submission: Send to Jessie Weed and Enos Mbajah with the subject line: HCA CLIP LOI.

Questions about the LOI? Submit by September 12, 2024; responses will be provided by September 26, 2024.

Highlight of required documentation:

Confirmation and documentation of meeting the regulatory requirements.
Details on how the provider will meet the required services covered by the daily rate.
Quality improvement and oversight plan.
Documentation on meeting the minimum bed capacity and potential expansion measures.
Experience serving children and youth with complex psychiatric conditions.
Timeline for enrolling additional clients (1-2 pages).

Submissions are due by October 7, 2024. HCA will announce the decision by November 4, 2024.
