Background
Newly eligible employees have 31 days from the date of eligibility to make elections. The date of eligibility is the employees first day of work. Benefits begin the first of the month following the date of eligibility unless the first day of work is on or after September 1st but not later than the first day of school for the current school year, then they are eligible for the employer contribution on the first day of work. (WAC 182-31-040(4)).

Enter the correct date of eligibility, the employee’s first day of work, in Benefits 24/7 when creating or claiming the employee’s account. Benefits 24/7 is the system of record. The employees may make their elections beginning on their actual date of eligibility. The time prior to them being able to make their elections can be spent reviewing their options.
We have been informed by the plans that some accounts have been incorrectly marked as “never eligible,” followed by a new date of eligibility being entered into Benefits 24/7 to allow employees to make elections before their coverage effective date. This practice is not in compliance with SEBB rules (WAC 182-31-030) and can cause issues at both the plan level and the SEBB Program level, potentially leading to delays in employees’ benefits becoming active on their intended effective date. However, correcting a date of eligibility due to an entry error or mistake by using the “never eligible” termination reason is permitted.
