The State Fiscal Year 2025 distressed hospital and birth center grant is open for applications. The Health Care Authority (HCA) has been authorized to distribute grant dollars to hospitals and free-standing birth centers in financial distress. There is a total of $3,960,000 available.
Applications are due August 2.
Qualifications
All applicants must meet the following:
- Hospitals or free-standing birth centers in financial distress or at risk of limiting labor and delivery due to low-volume of deliveries
- In Washington state
- Not part of a system of three or more hospitals
- Serve Apple Health (Medicaid) patients
- Maintain Apple Health utilization as most recent calendar year
- Be necessary for adequate provider network
- Demonstrate long term plan for financial stability
- Meet one of the following:
- Lack adequate cash on hand to remain financially stable
- Have experienced financial losses during most recent calendar year
- Be at risk of bankruptcy
- Be at risk of closing labor and delivery services
- Be at risk of limiting labor and delivery services due to low volume delivery

Within the available dollars are three subsets of grants:
- $1,360,000 available for hospitals that meet specific sole community criteria
- $1,000,000 available for free-standing birth centers
- $1,600,000 (no more than $200,000 each) specifically for: Hospitals that perform less than 200 births and are in a community of less than 50,000 people
A complete application packet should contain:
- The application
- A plan for regaining financial stability (no specific format or length requirements)
- Last year’s income statement

Free-standing birth centers: include a statement of how the funds will be invested in labor and delivery services

Hospitals: include your most recent Medicare cost report
