Calling all health plans: 2024 Paying for Value survey now open

From July 1–August 31, the Health Care Authority (HCA) is holding the annual Paying for Value survey for health care plans (also called payers). The 2024 survey collects information about activities and experiences with value-based payment during calendar year 2023. This survey is a way for us to:

Determine plans’ participation in value-based purchasing (VBP) arrangements.
Track progress toward our statewide goal of paying for value-based care, rather than paying for volume of care.

Washington State’s goal is to shift 90 percent of state-financed health care into value-based arrangements. As of 2022, we were at 79 percent.

Who should complete the Paying for Value survey?

We are inviting all plans that offer health care coverage in Washington State to participate. The survey is designed to be filled out by an administrative leader, with only one response per organization.

The deadline to complete the survey is 5 p.m. on Saturday, August 31. Send your completed surveys to PayingforValue@hca.wa.gov.

What's value-based purchasing?

VBP is a strategy used to improve the quality and value of health care services a person receives. VBP ensures health plans and health care providers are accountable for providing high-quality, high-value care and a satisfying patient experience.

VBP uses value-based payment, which is a payment method for providers that rewards providers for the quality of health care, rather than the volume or number of patients a provider sees (which is called fee-for-service).
