Throughout 2024, HCA will partner with the Department of Social and Human Services (DSHS) to pilot the Person-Centered Contraceptive Counseling (PCCC) survey in the Family Planning Only (FPO) program.
The survey sample will include federally eligible clients over 18 years of age who are not seeking confidential services and who have participated in the FPO program in the last three months. The survey will be available in English and Spanish.

Current federally mandated contraceptive metrics were designed as a proxy for measuring patient access to most or moderately effective prescription contraceptive methods. This approach prioritizes certain methods over patient preference and experience.
The PCCC is a measure of patient experience and will capture if contraceptive counseling and methods are focused on the patient’s own needs, values, and preferences. The pilot will also test the ability to compare survey results with clinical and other health care data to assess disparities in care and inform future quality improvement strategies.
