Update on Legislative action for Apple Health (Medicaid) doula benefit

This bulletin addresses frequently asked questions from providers about the status of an Apple Health (Medicaid) doula benefit and reimbursement for doula services.

Does Apple Health currently reimburse doula services?

No. Apple Health does not currently reimburse for doula services.

What happened during the Legislative session regarding Apple Health reimbursement for doulas?

There was language and funding reflected in the Legislature’s 2024 supplemental budget for the Health Care Authority (HCA) to implement an Apple Health doula benefit. There was also language and funding for the design and implementation of a doula hub and statewide referral system.

What happens next?

The Governor’s office must first take action on the budget. This is expected within the next two weeks. HCA will then work with federal, state, and community partners to develop and implement the doula benefit. This is anticipated to take about a year. This work will include development of the reimbursement rate under the Apple Health program.
