Welcome to the January 2024 issue of Prenatal - 5: Grow & Thrive - Health Care Authority's (HCA) monthly newsletter about our behavioral health work in the early years of life.
We welcome you to keep reading to find out more of what’s happening in the P-5 behavioral health world, including updates to the DC:0-5 Crosswalk and Infant-Early Childhood Mental Health (IECMH) Toolkit, a survey about mental health screening in preconception health care, and a special Spotlight on perinatal mental health screening. 2024 Apple Health DC:0-5 Crosswalk
The 2024 Community-Informed Apple Health DC:0-5™ Crosswalk became effective January 1, 2024. Updates to the 2024 crosswalk include

Additional DSM-5 and ICD-10 codes for Other Mood Disorder of Early Childhood, Posttraumatic Stress Disorder, and Relationship Specific Disorder of Infancy/ Early Childhood, to align with 2024 ICD-10 codes and best clinical practice.

Addition of a downloadable tabular version of the crosswalk to support electronic health record configuration, in response to feedback from providers.
Updated Apple Health IECMH Service Models Toolkit
An updated version of the Apple Health Service Models IECMH toolkit is now available. The toolkit is intended to support those interested in receiving reimbursement for Apple Health infant-early childhood mental health services, and the latest update describes foundational components of IECMH treatment services, highlighting best practices for providers and agencies.
Providers who offer sexual and reproductive health services/family planning services are invited to complete a survey about how they currently support mental health screening in preconception health care. This survey will aid the Health Care Authority’s understanding of provider interest and capacity to better support potential changes to reimbursement in the Family Planning Only (FPO) policy and program.

Changes to the WISe
Are you a WISe provider? Starting January 1, WISe providers conducting the CANS (Child & Adolescent Strengths and Needs) for a child younger than six must use the CANS Ages Birth - 5. Previously, WISe providers had the option to use either the CANS Birth – 5 or the CANS 6-21 for children who were five years of age. These changes have gone into effect in BHAS (Behavioral Health Assessment Solution), the data entry platform for the CANS.

Professional development on mental health assessment for young children
Still haven’t attended a DC:0-5 training or have new staff that need DC:0-5 training? Attended a DC:0-5 training and want to learn more? The following professional development opportunities are provided at no-cost by the IECMH-WC, and they are open to providers who serve children and families enrolled in Apple Health.
DC:0-5 Clinical Training Office Hour: February 26, 12 to 1 p.m. (virtual) | During Office Hours, DC:0-5 trainers are available to answer questions around the use of the DC:0-5 for those who have attended DC:0-5 Clinical Training. This Office Hour will be facilitated by Haruko Watanabe, MA, LMHC, IMH-E.
DC: 0 – 5 Clinical Training: March 4-6, 9 a.m. to 1 p.m. each day (virtual) | This training is designed to support mental health professionals in developing in-depth knowledge of the approach and content of DC:0-5. This training will be facilitated by Nucha Isarowong, PhD, LICSW, IMH-E and Haruko Watanabe, MA, LMHC, IMH-E. Can’t attend on these dates? Family Planning Only (FPO) Preconception Mental Health Screening Survey
January 30, Noon to 12:45 p.m. (virtual) | Join Jillian King (Doctor of Nursing Practice intern), Andrea Estes, and Beth Tinker to learn about the intent of Family Planning Only survey project (see more in Announcements above) and take the survey in real-time.

Did you know that 1 in 5 new parents experience a mental health related issue during the perinatal period (pregnancy through the year after birth or the end of a pregnancy)? By screening at various times, providers can support patients in identifying any possible onset of mental health conditions, during pregnancy and after birth. It is important for providers to understand and identify risk factors of perinatal mental health needs and the screening resources available to support access to appropriate resources.

The first obstetric visit

At 24-28 weeks during pregnancy

At the 4th trimester visit

At all pediatric well child visits during the first year postpartum
There are several frequently used screening tools that are available for medical, support workers and behavioral health professionals to utilize:

Edinburgh screening tool (EPDS) used for identifying anxiety, depression, and suicidality.

Patient Health Questionnaire–9 (PHQ-9) used for identifying depression.

General Anxiety Disorder 7 Screen (GAD-7) used for anxiety.
Health Care Authority (HCA) pays for screening to all clients enrolled in Apple Health (Medicaid), including those participating in managed care. Any positive screening can be referred to mental health services. Mental health services are available to members during pregnancy and also through the 12 months post end of pregnancy through After Pregnancy Coverage (ACP)..
Provider screening for symptoms is important during the perinatal period. Screening can identify mental health needs early, resulting in recovery and positive perinatal outcomes. Resources are readily available and easily accessible making screening a valuable addition to care for the perinatal population.
