The PEBB Program’s annual open enrollment begins November 1
The Public Employees Benefits Board (PEBB) Program’s annual open enrollment begins Wednesday, November 1, 2023 and ends Thursday, November 30, 2023.
Open enrollment is a time when you can make changes to your health plans and enrollment. You may consider changing your medical plan this year during open enrollment, as premiums for some plans are increasing significantly. You are not required to stay on the same plan each year.
Annual open enrollment changes are effective January 1, 2024. This means that when you make changes during the annual open enrollment period, your enrollment will stay the same through December 31, 2023.
Changes you can make
During annual open enrollment you can:
- Change your medical plan
- Change your dental plan
- Add or remove dependents
- Attest to the spouse or state-registered domestic partner (SRDP) coverage premium surcharge for 2024, if required.
- Enroll in medical coverage if previously waived.
- Waive your medical coverage if you are enrolled in another employer-based group medical plan, a TRICARE plan, or Medicare.
Note: Pierce County employees must use Workday.

How to make changes
Beginning November 1, 2023, you can make a change by:
- Logging into PEBB My Account (Pierce County employees must use Workday) or
- Submitting a paper enrollment/change form and any other required documents to your payroll or benefits office. Some changes, like adding a dependent not currently enrolled, require a form and cannot be done online.
- 2024 forms will be available on the Health Care Authority website under Forms and Publications on November 1.
