New TAP Rule Regarding Arrears Coverage: $1500 Cap

Starting Monday, September 11, 2023, the Transition Assistance Program (TAP) will only honor requests to cover arrears at $1,500 or less via the Exception to Policy (ETP) request process due to funding limitations. When requesting coverage for arrears, a ledger must be sent at the time of the Exception to Policy (ETP) request.

If seeking resources for covering arrears, visit findhelp.org and Washington 211.

If you have questions or feedback regarding this change, please contact FCS Program Administrator Scott Tankersley at scott.tankersley@hca.wa.gov.

FCS Survey

Over the next few months, Washington state’s Foundational Community Supports (FCS) will be sending out a brief survey to gather your input on the learning communities that Rutgers University faculty have facilitated over the past five years. Specifically, we are looking for your feedback on the Landlord Outreach, Buried in Treasures, Job Developers, Supported Employment Supervisors and Supportive Housing Supervisors learning communities.

Our goal with this study is to examine the impact of utilizing learning communities to improve behavioral health providers' skills and knowledge in Supported Employment (SE) and Supportive Housing (SH) services within our FCS services.

We are hoping you will support us in this important endeavor so please be on the lookout for an upcoming survey!

If you would like additional information about this study, please contact Nora Barrett at  baretnm@shp.rutgers.edu

Panel at the 36th Annual National Academy for State Health Policy (NASHP) conference in Boston, MA

On August 14, 2023, FCS Program Administrator Scott Tankersley participated in a panel discussion titled Keeping Pace with Basic Needs: Cross-Agency Approaches to Align Health and Housing Systems at the 36th annual National Academy for State Health Policy (NASHP) conference in Boston, MA.

During the panel discussion, Scott provided an overview of FCS services while highlighting new opportunities for FCS under Washington's recently approved Medicaid Transformation Project 2.0 waiver proposal. After, the FCS team joined other states at NASHP's annual Health and Housing Institute meeting to discuss accomplishments, plan next steps, and address emerging opportunities and future directions for state health and housing initiatives.
