The Health Care Authority (HCA) will be holding an update and listening session regarding the electronic consent management (ECM) project on Tuesday, September 12 via Zoom.
This webinar will focus on the ECM solution to be deployed by HCA in 2024. HCA staff will provide updates on ECM activity. Participants will be asked for feedback and have an opportunity to provide input.

Communication Access Real-time Transcription (CART) services, or live closed captioning, are available for events, on demand. Scheduling CART services requires a three-week lead-time.

If you make your request less than a week in advance of the event, our language access manager cannot guarantee that a CART writer will be available.

Electronic consent management is a cloud-based software solution that will house consents to share sensitive data such as substance use disorder, research, and sexually transmitted infection data. It is not intended to store HIPAA general consents for treatment.
HCA will make the ECM solution available to providers at no charge. It is intended to replace paper-based consents. For organizations with systems that already capture electronic consent, the ECM could be interoperable with those solutions. Electronic consents enable client data exchange that will be compliant with 42 CFR Part 2 and other relevant statutes.
This project will define an electronic consent management solution that facilitates patient-authorized exchange of sensitive data. It will be scalable, secure, and sustainable to meet provider needs.
This important system will also serve as a foundational technology for other initiatives that HCA has underway.
