Upcoming Transition Assistance Program (TAP) changes on the horizon

Since launching in May 2022, many FCS supportive housing enrollees have been accessing TAP to lower or remove financial barriers to housing stability on behalf of FCS Supportive Housing enrollees. We are grateful for the 110+ providers within the FCS Supportive Housing provider network contracted to access TAP so that they can assist with addressing housing-related financial obstacles to housing stability.

Currently, around $700,000 of TAP funding remains for the 2023 state fiscal year (SFY) ending June 30, 2023. TAP’s new allocation will arrive at Amerigroup on or just after July 1, 2023. Currently, TAP is solely funded by the Washington State Legislature at $2.7 million per SFY.

Looking forward: As TAP enters the 2024 state fiscal year on July 1, 2023, the following changes will be implemented to maximize TAP’s current annual budget:

  • Home essentials & sustainability items will be capped at $1,500 per enrollee per year: TAP will only honor requests for home essentials and sustainability items at or under $1,500 per enrollee. Enrollees may spend up to $1,500 on home essential and sustainability items only after Amerigroup has approved an Exception to Policy (ETP) request for the items. Also, TAP’s $400 per home essential and sustainability item rule will no longer apply.
  • Coverage for past-due rent will require a rent ledger to be submitted to TransitionAssitanceFCS@Amerigroup.com at the time of the request: TAP requests to cover past-due rent, otherwise known as rental arrears, will only be honored if a rent ledger displaying the total current amount owed and the landlord or property manager’s contact information is submitted to Amerigroup via TransitionAssistanceFCS@Amerigroup.com. If a request pertains to a previous living situation, documentation of the amount owed will be required upon submission.
  • ETP requests for spending above the $5,000 max spending amount will not be honored: TAP will likely not honor ETP requests for enrollees seeking to spend over the $5,000 annual amount due to budgetary restrictions.

Call for Foundational Community Supports Success Stories

We are soliciting participant success stories from providers. Sharing of success stories is vital to show how Supportive Housing and Supported Employment services provide hope and move people forward in their recovery. The stories inspire others who may need Housing and Employment support to access Foundational Community Supports services. Legislators and funders also need to see opportunities of success to validate the importance of continuing to provide funding for the services.

Share your Story

There are a few different ways to share these successes.

  • An agency or participant can write their story
  • Provide a write up along with pictures and/or video
  • Connect with our HCA communications team to participate in an interview  to share the success story.
