The Health Care Authority’s (HCA’s) goal is to achieve a healthier Washington by containing health care costs while improving outcomes, patient and provider experience, and equity. One way we can reach this goal is through value-based purchasing (VBP).
Recently, we updated our VBP pages to make them easier to understand and better reflect our current programs. Highlights include new graphics on the VBP and What we’re working on pages, as well as an updated programs list on the Advancing VBP page.

VBP is a range of strategies that contain health care costs while improving health outcomes by connecting health care payment to care quality. Since 2016, HCA has been working to implement a “OneHCA” philosophy of promoting VBP across everything we do. OneHCA is an approach that aligns all HCA purchasing efforts. This includes using consistent definitions of “value” and the same measures of quality across all programs.
VBP rewards providers for health care quality, which incentivizes them to focus on primary and preventive care. VBP also holds plans and providers accountable for providing high-quality, high-value care and a satisfying patient experience.
