Economic Relief for Homeless Service Workers

To support Homeless Service Workers struggling with staffing shortages, up to $51,775,000 in federal grants have been appropriated through this limited stipend program for eligible homeless service workers.

Homeless service workers working in Washington State with an immediate economic need and income at or below 80 percent of the county area median income they live in may be eligible for a stipend up to $2,000.

A second stipend payment of up to $2,000 is also available for individuals who received an initial stipend payment and who are still working for the same eligible organization six months after approval of the first stipend payment. Only those who have been approved for the first stipend payment will be eligible for a second stipend payment.

The Homeless Service Worker Stipend - Limited Program

The Washington State Department of Commerce has been tasked with the administration of this limited program with Coronavirus State and Local Fiscal Recovery Funds through the American Rescue Plan.

Under this grant, federal appropriation has been provided solely for the department to administer stipends to eligible homeless service workers for their immediate economic needs. The Homeless Service Worker Stipend - Limited Program is a short-term and limited financial payment program for homeless service workers with an immediate economic need in Washington State.

With FORWARD, local governments and non-profits can connect households and businesses to resources, collect applications, process payments, and drive equity. LiveStories, through its FORWARD platform, administers the application process for the Homeless Service Worker Stipend - Limited Program.

Program Rules:

The Washington State Department of Commerce oversees the Homeless Service Worker Stipend - Limited Program and develops the rules to administer it.
