This is the first of ten messages Outreach and Training will send related to the SEBB Program’s annual open enrollment. In addition to this message, here is the breakdown of what you can expect to receive over the next month, the emails are numbered so you can keep track.
Message Schedule:
- Message 2 - Open enrollment resources sent to you 10.28 to share on 10.31
- Message 3 - Medical plan changes and dental confusion sent to you on 10.31 to share on 11.2
- Message 4 - Premium surcharge attestation sent to you on 11.2 to share 11.4
- Message 5 - FSA/DCAP sent to you on 11.4 to share on 11.7
- Message 6 - Dual enrollment prohibited sent to you on 11.7 to share on 11.9
- Message 7 - HDHP with an HSA sent to you on 11.9 to share on 11.11
- Message 8 - Check you beneficiaries sent to you on 11.11 to share on 11.14
- Message 9 - Open enrollment reminders sent to you on 11.14 to share on 11.16
- Message 10 - Final reminders sent to you in 11.16 to share on 11.18
We ask that you share these messages with employees according to the recommended schedule. Please do not forward this email. Instead, copy and paste the message included below into your regular means of communication to distribute to employees.

The School Employees Benefits Board (SEBB) Program’s annual open enrollment begins Monday, October 31, 2022, and ends Monday, November 21, 2022
Open enrollment is your opportunity to make changes to your health plans and enrollment. Annual open enrollment changes are effective January 1, 2023. This means that even if you make changes during annual open enrollment, your enrollment will stay the same through December 31, 2022.
Changes you can make
During annual open enrollment you can:
- Change your medical, dental, and vision plans.
- Add or remove dependents.
- Attest to the spouse or state-registered domestic partner (SRDP) coverage premium surcharge for 2023, if required. The SEBB Program will mail a letter in late October at the address on file to those who cover a spouse or SRDP and are required to attest. You can also log into SEBB My Account to determine if you are required to reattest.
- Enroll in the Medical Flexible Spending Arrangement (FSA), Limited Purpose FSA, or Dependent Care Assistance Program (DCAP) through Navia Benefit Solutions.
- Enroll in medical coverage if previously waived.
- Waive your medical coverage if you are enrolled in another employer-based group medical, a TRICARE plan, or Medicare.

How to make changes
Starting October 31, you can make changes by:
- Logging in to SEBB My Account, or
- Submitting a School Employee Change form and any other required documents
- The 2023 forms will be available on the Health Care Authority’s website under Forms and publications on October 31
