The Foundational Community Supports Transition Assistance Program – or FCS TAP – is now serving FCS supportive housing enrollees across Washington! Since launching on May 2, FCS TAP has assisted more than six FCS supportive housing enrollees as they transition to homes of their choice.
As we aim to continue lowering or removing financial barriers to housing with FCS TAP funds, we’d like providers to consider the following:

FCS TAP only serves FCS supportive housing service enrollees across the state seeking to transition into the housing of their choice. If an individual is actively receiving FCS-eligible Medicaid and authorized to receive FCS supportive housing services, eligibility for FCS TAP is presumed. To ensure an enrollee is receiving FCS-eligible Medicaid, check ProviderOne.
- The FCS TAP Quick Reference Guide offers a menu of housing-related items that can be covered by FCS TAP, including up to what price may be covered for each category of item.
- Submit FCS TAP Requests for Reimbursement to Amerigroup on Thursdays of each week.
- Exceptions to Policy, or ETPs, will be accepted by Amerigroup starting June 1, 2022.
- Amerigroup is hosting an FCS TAP orientation session on Wednesday, June 9 (10 – 11:30 a.m.)
When FCS TAP funds are spent on behalf of FCS supportive housing enrollees, financial barriers to housing stability are lowered or removed – ultimately, bolstering enrollee housing transitions. We are thrilled to integrate this new flexible funding resource into FCS supportive housing, and we hope that FCS SH providers will continue working to make FCS TAP an effective resource for FCS enrollees.

From Thursday, May 12 to Monday, June 13, 2022, the Health Care Authority (HCA) will hold a public comment period for the state’s Section 1115 Medicaid demonstration waiver renewal. Washington State’s waiver is called the Medicaid Transformation Project (MTP).

Providers of Foundational Community Supports (FCS) supported employment services are legislatively mandated to provide service through the evidence-based and research-based Individual Placement and Support (IPS) model; the intent of which will result in improved services and outcomes for people enrolled in FCS supported employment.
The HCA Division of Behavioral Health and Recovery is seeking agency staff that have an interest in being part of a fidelity reviewer team, or hosting a fidelity review. The first step to receiving a contract for either alternative is to attend fidelity reviewer training.
