2020 results are in: ACHs continued to make progress, even amidst COVID-19

The Health Care Authority (HCA) is pleased to announce we have 2020 performance results for Accountable Communities of Health (ACHs). These results are for demonstration year 4 (January 1–December 31, 2020) of the Medicaid Transformation Project (MTP).

As part of MTP, Washington State is responsible for meeting certain statewide performance targets that represent key milestones toward transforming care. HCA reports these results to the Centers for Medicare & Medicaid Services (CMS) under MTP’s special terms and conditions.

Statewide results

After reviewing our 2020 report, CMS confirmed that Washington State achieved 100 percent of the at-risk funding. (At-risk funding are funding/incentives that can be lost without the possibility of earning back.)

The state earned 100 percent of the quality improvement performance and missed the VBP adoption performance target. This target was set at 85 percent, and the state achieved 82 percent.

Regional results

At the regional level, ACHs made progress on 64 metrics, which include 109 sub-metrics. Of these sub-metrics, ACHs improved on 60 and declined on 49 during the year.

Some examples of metrics include substance use disorder treatment, percent arrested, and percent homeless. Metrics are also called performance measures, which ACHs and their partners work toward to improve health care and health outcomes in communities.

Some considerations and next steps

2020 is the second pay-for-performance (P4P) year for ACHs, where they receive incentive payments for how well they performed in this year. 2020 is also a significant year because ACHs and their partners were focused on and heavily involved in COVID-19 response.

HCA and ACHs are reviewing all performance measures to understand impacts and opportunities. We will continue to look for ways to learn from results and prepare for how to evaluate the results from 2021.
