Aging and Long-Term Support Administration (ALTSA) housing team

For the January issue of Foundations, HCA’s DBHR would like to recognize those individuals who work in the Aging and Long-Term Support Administration (ALTSA) housing team. Together, this team has decades of experience and are instrumental in bringing permanent supportive housing to those who need it most.

Liz Prince, Roads to Community Living and Housing Unit Manager

Liz holds two roles within ALTSA. One as the the Unit Manager for the Housing Team and the other as the Project Director for Washington State’s Money Follows the Person (MFP) demonstration project.

Liz has been a marriage and family therapist since 1990. She has worked in non-profit agencies and with varied populations including individuals with behavioral health issues, seniors, adults with disabilities, and those experiencing homelessness.

Whitney Joy Howard, Lead Supportive Housing Program Manager

Whitney Joy Howard has a decade of experience working in Permanent Supportive Housing. She has done both direct service work and administration. Whitney’s experience helps her to bridge worlds in order to help communities work smarter not harder.

Suemary Trobaugh, Quality Improvement Specialist

Suemary Trobaugh has been with the ALTSA Housing Team since 2018. Her roles include contract monitoring, data, financial, and policy analysis. Suemary has a master’s degree in Public Administration from The Evergreen State College and has been with DSHS since 2013.

John Kistner, Housing Program Manager

John Kistner worked at Downtown Emergency Service Center in Seattle for 12 years, including time in the homeless shelter, mental health team, and housing. He’s worked at DSHS/ALTSA since January 2018. John oversees FCS Supportive Housing referrals and technical support for Long-Term Care clients in southwest Washington as well as ALTSA’s “Bridge” housing subsidy.

Shawna Sampson, Housing Program Manager

Shawna Sampson spent nearly 20 years working in non-profits with homelessness and housing. Shawn joined DSHS/ALTSA as a Housing Program Manager in March 2020.  She is currently working to help connect Long-Term Care (LTC) clients to FCS Supportive Housing and the ALTSA Bridge Subsidy, as well as providing technical support and training to partner agencies and LTC staff in central and eastern WA.     

Mara Odalovic, Housing Program Manager

Mara Odalovic began working for Department of Social and Health Services in January 2000. Her main duties are to coordinate FCS supportive housing referrals, oversee the Bridge Program, and provide Supporting Housing Services to ALTSA clients.

Over the last two decades, Mara has gained experience in an array of DSHS related programs ranging from food assistance, short- and long-term disability, mental health/substance use disorder to nursing facilities.
