2019 results are in: ACHs are continuing to transform care

The Health Care Authority (HCA) is pleased to announce we have 2019 results for statewide and regional performance results for Accountable Communities of Health (ACHs). These results are for demonstration year 3 (January 1–December 31, 2019) of the Medicaid Transformation Project (MTP).

As part of MTP, Washington State is responsible for meeting certain performance targets that represent key milestones toward transforming care. HCA reports these results to the Centers for Medicare & Medicaid Services (CMS) under MTP’s special terms and conditions.

Statewide results

After reviewing our 2019 report, CMS confirmed that Washington State achieved 100 percent of the performance targets for statewide quality improvement and adoption of value-based purchasing. This means the maximum payment amount will be available to ACHs based on regional performance results.

ACHs earn incentive payments for implementing projects that change how people in their communities access and receive health care and social supports. ACHs earn incentive payments under the Delivery System Reform Incentive Payment (DSRIP) program, which is Initiative 1 of MTP.

Regional results

2019 is the first year ACHs can earn incentive payments by meeting performance targets, called pay-for-performance (P4P). Performance measures provide a snapshot of an ACH’s progress and continued work to improve health care and outcomes. In 2019, ACHs made progress on 19 of 30 measures. Eleven measures declined during this year. This means not all P4P targets were met.

Next steps

While 2019 is the first P4P year, it’s also the first year of project implementation for ACHs. 2019 results show there were indicators of success across the majority of measures.

HCA and ACHs are reviewing the declined performance measures to understand impacts and opportunities. We will continue to look for opportunities to learn from results in future years and prepare for how to evaluate the results from the pandemic year of 2020.
