Universal Health Care Work Group submits recommendations to the Legislature

Today, Health Care Authority—in partnership with Health Management Associates, 3Si, and Optumas and on behalf of the Universal Health Care Work Group—submitted the final Universal Health Care Work Group report to the Legislature.

The report represents the work, discussions, engagement, and recommendations of the work group, including three proposed universal health care models:

  • Model A: state-governed and administered program for all state residents.
  • Model B: state-governed and health plan-administered program for all state residents.
  • Model C: access to coverage for undocumented residents unable to buy coverage now.

About the work group

Between September 2019 and December 2020, the work group met regularly to discuss and develop recommendations for the Washington State Legislature. The work group was responsible for studying paths on how to create, implement, maintain, and fund a universal health care system. The Legislature directed this work in the 2019 operating budget.

About the work group members

Universal Health Care Work Group members were selected to serve based on their experiences, perspectives, and role in health care. HCA appointed 37 members from around the state, including business owners, patients, special interest groups, labor leaders, Tribal partners, health care providers, insurance companies, state agencies, and legislators.
