SEBB Program Implementation Timeline and Guide

The SEBB Program’s first annual open enrollment is fast approaching. We’ve created two documents to give you a comprehensive look at events and activities over the next several months that support a successful open enrollment. The new benefits will be effective January 1, 2020.

  • The SEBB Program Implementation Timeline summarizes planned learning opportunities by month, along with major tasks you (or others within your organization) need to do to ensure a smooth transition to the SEBB Program for your employees. Key dates are highlighted for easy reference.
  • The SEBB Program Implementation Guide provides more detailed information, instructions, and website links to help guide you through major tasks and key events from now through January 2020.

Used together, these documents provide a strong foundation of information to help you and your team prepare for and implement a successful open enrollment for your employees.

Benefits fairs schedule confirmed

HCA will host 20 benefits fairs throughout the state from September 30 through November 7. The benefits fairs are scheduled in the evenings to be as convenient as possible for school employees to attend. SEBB Program benefit carriers and plan administrators, as well as our Outreach and Training team, will be on hand to answer questions and share information with school employees about benefits, plan offerings, eligibility, enrollment, and more.

Can't attend a benefits fair in person?

An online virtual benefits fair will be available 24/7, beginning October 1. Employees can use the virtual benefits fair from their computer, tablet, or smartphone to learn about their benefits.

School employees complete SEBB My Account testing

More than 100 employees from 55 school districts, as well as several union representatives, participated in SEBB My Account beta testing in June. The testers included benefits administrators and other school officials, classified and certificated staff, and both tech savvy and novice users.

Participants completed tasks such as adding and removing dependents, selecting benefits, and submitting dependent verification documents. Benefits administrator tasks included adding subscribers, uploading eligibility files, and approving or denying dependent verification documents. The overall consensus was that SEBB My Account was intuitive and easy to use. Testers suggested future improvements and provided a wealth of constructive feedback. Thanks to everyone who helped with beta testing!

Next steps: We will verify and address problems, and continue technical testing to make sure SEBB My Account will work smoothly for benefits administrators and employees.

Register for benefits administrator training

If you haven’t already, sign up for a two-day benefits administrator training session near you. This hands-on, essential training provides you with a working knowledge of how to administer SEBB Program benefits and use the online enrollment system, SEBB My Account.

Training sessions run from August 1 to September 25. Space is limited, so choose your session and register now. You only need to attend one two-day training.

  • August 7: SEBB Program open enrollment reminder postcard mails to employees
  • September 3: First day to upload eligibility files into SEBB My Account
  • September 10: Last day to upload eligibility files into SEBB My Account to avoid delaying employee access to online enrollment for supplemental life/AD&D and Medical FSA/DCAP
  • September 18: School Employee Initial Enrollment Guide mails to employees. HCA will mail an additional supply of printed enrollment guides and enrollment forms to SEBB organizations, enough for approximately 20 percent of the eligible employee population.
  • September 30: Benefits fairs begin
  • October 1: First annual open enrollment begins
