UPDATE: The 10 year analysis for 2SSB 5466, titled AN ACT Relating to improving reliability and capacity of the electric transmission system in Washington state, has been completed. The Office of Financial Management has identified this bill as
requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Commerce assumes I-960 revenue are indeterminate in Section 9 and Section 10 creating a new electric transmission operating account since the account is subject to appropriation. It is unknown when the account will get revenue or what the fee assessment would be.
