UPDATE: The 10 year analysis for SB 6173, titled AN ACT Relating to creating an apple health employer assessment to fund the health care affordability account, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Employment Security Department:

Employment Security Department (ESD) does not have the necessary data to provide accurate estimates of revenue collections. Therefore, the cash receipts are considered partially indeterminant at this time. HCA has provided a monthly Medicaid fair share capitation amount and ESD has found estimates on the number of workers on Medicaid that contained data on Medicaid worker’s firm characteristics. The agency was able to obtain high level assumptions about private sector firms and employer size. However, the agency doesn’t have any information on member months as current wage reporting is based on quarterly hourly reporting, not monthly, and there is no way to connect the number of workers on Medicaid to employers in ESD’s systems without first addressing data sharing policies. Although, the agency can provide the following estimates to illustrate potential universe of workers on Medicaid and high-level revenue estimates: 

 

 1. There are roughly 202,026 individuals who are working and on Medicaid. 

 

 a. About 43.6% work at employers with 100 employees or less. 

 

 b. 7.7% work in the public sector. 

 

 c. There were about 98,387 workers on Medicaid that are employed by employers who could meet the assessment criteria of this bill. However, ESD cannot cross reference employer and employee data with Medicaid enrollment at this time. 

 

 2. Annual Medicaid fair share capitation rate in 2026 was $7,284 ($607 per member per month) 

 

 a. ESD assumes all workers are covered for a full twelve months as per month enrollment in Medicaid is not available. 

 

 3. ESD assumes a 1% growth rate of the capitation rate and workers on Medicaid.
