UPDATE: The 10 year analysis for SB 6175, titled AN ACT Relating to ticket sales, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Department of Licensing:

Per RCW 43.24.086, industry licensing fees must fund the cost of administering professional and business licensing programs. Fee increases drive cash receipt to satisfy this requirement.

 

Beginning July 1, 2027, this bill would require licensure for commercial ticket resellers and ticket resale marketplaces. Ticket resellers must pay a fee, determined by DOL, that is sufficient to pay the costs of administering the registration program. Any fees or fines imposed by this bill would be deposited in the Business Professions Account (06L). 

 

Cash receipts are indeterminate due to an unknown quantity of tickets listed, advertised, sold, or resold in violation, which would incur the greater of either a daily fine of $1,000, or an amount equal to 3 times the total ticket price of each ticket listed, advertised, sold, or resold in violation. 

 

Startup costs are paid with General Fund until the profession has the opportunity for licenses to be implemented for sufficient time to recuperate the actual start up expenditures. After such time, a revenue transfer will be conducted to pay back the General Fund and maintain self-sufficiency as required.  

 

It is assumed that once licenses are available, license fees will be set at a rate to maintain operations costs and build a fund balance sufficient to repay the General Fund by fiscal year 2029. This is shown in fiscal year 2029 as a decrease in revenue for the Business and Professions Account (06L) and an increase in revenue for the General Fund (001) one-time in the amount of $518,000.

 

Admin Office of the Courts:

It is unknown how many additional cases will be opened due to this bill. However, the assumption is a very small amount.
