UPDATE: The 10 year analysis for SB 6174, titled AN ACT Relating to establishing producer responsibility for textiles, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased
cost to the taxpayers or affected fee payers.

Department of Corrections:
There are indeterminate cash receipt impacts to the Department of Corrections (DOC) non-appropriated Correctional Industries (CI) Account 401.
CI reported approximately $13.5 million in fiscal year (FY) 2024 and $15.6 million in FY 2025 in revenue from textile production. If SB 6174 is implemented, the associated rules, requirements, fees, and additional staffing needed for implementation may be too impactful to continue textile production. As a result, CI could lose an estimated $14.6 million in revenue annually from the loss of textile sales.
