UPDATE: The 10 year analysis for HB 2633, titled AN ACT Relating to mattress producer responsibility organizations, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Department of Corrections:

There are indeterminate cash receipt impacts to the Department of Corrections (DOC) non-appropriated Correctional Industries Account 401.

 

Correctional Industries (CI) reported $3 million in revenue from mattress production sales during the 2023-25 biennium.  If HB 2633 is implemented, the rules, requirements, fees, additional staffing and facility space needed for implementation of a mattress recycling program would most likely be cost prohibitive for CI to consider continued mattress production. In turn, CI would lose an estimated $1.5 million in revenue annually from the loss of mattress sales.
