Notice of Introduction for House Bill 2186 - Update: 10 Year Analysis Complete

UPDATE: The 10 year analysis for HB 2186, titled AN ACT Relating to supporting the acquisition of federal funds to promote economic development, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

HB 2186 does not create any new taxes. The bill does allow for an administrative fee to be charged to projects. Revenue related to administrative fees is indeterminate as the scale of available funds, and population of grant applicants/awardees in unknown.

The bill would require the Department of Commerce to take a more active approach to ensure that funds available for a federal or private/local match are utilized, which could in turn increase our revenues. However, it is not possible for us to estimate the increase in Federal revenue as the available grants and the states qualification for them are unknown.
