UPDATE: The 10 year analysis for HB 1426, titled AN ACT Relating to creating a civil protection order to prevent impaired driving, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection
of increased cost to the taxpayers or affected fee payers.

Department of Licensing:
Cash receipts impacts are indeterminate. This bill allows courts to mandate IIDs for individuals at risk of impaired driving which will increase IID demand. While this will increase revenue, there is insufficient data to predict how much that increase will be.
The bill extends the Ignition Interlock Device fee to the population with Impaired Driving Protection Order. The fee is $21 per month and free for indigent population(RCW 46.20.385(6)(A)). Fee is deposited to the Ignition Interlock Device Revolving Account with Fund number 14V and source number 254(RCW 46.20.720(7))
Washington State Patrol:
The proposed legislation will allow the courts to issue an IDPO requiring the individual to have a functioning ignition interlock device on all vehicles they operate. We assume that anyone required to have an ignition interlock device installed on their vehicle will be subject to the ignition interlock authorized under RCW 43.43.396. These fees will be deposited into the Highway Safety Account. The fees that will apply are:
Device Installation Fee - $10
Monthly Monitoring Fee - $5
It is not known at this time how many orders will be issued. For illustrative purposes, if we assume 100 IDPOs per year, and each IDPO lasting for a period of 12 months, we would expect the following revenue:
Device Installation Fee $10 x 100 = $1,000
Monthly Monitoring Fee $5 x 100 x 11 months = $5,500
Total Revenue $6,500
