ESSB 5281, titled AN ACT Relating to nonresident vessel permits, has been passed by the House Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the
taxpayers or affected fee payers.

Indeterminate (+$1) - This engrossed substitute bill would amend RCW 88.02.620 Sec. 2(a) modifying the vessel length requirement for nonresident vessel permits, from no more than 200 feet in length, to no more than 300 feet in length. This will increase the number of vessels that qualify for a nonresident vessel permit. However, it is unknown how many more vessels there will be. There is no information available for nonresident vessels to determine how many exist that are greater than 200 feet in length but no more than 300 feet in length with which to base a revenue estimate since these vessels are registered outside of Washington. Until May 1, 2026, the fee for vessels between 201-300 ft. in length shall be the same as a 200 ft. vessel and after May 1, 2026, the fee for vessels between 201 and 300 ft in length shall be $100 per foot. Revenue generated from nonresident vessel permits given to vessels between 201-300 ft. shall be allocated to the Washington state recreation and conservation office for a grant program to support youth swim lessons in overburdened communities. The increase in revenue collections by DOL is anticipated to be minimal.
