SB 5689, titled AN ACT Relating to adding blood type information to drivers' licenses and identicards, has been passed by the Senate Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Section 2 of the bill amends RCW 46.20.117 to allow the option to include blood type designation on an Identicard.  

Section 3 of the bill amends RCW 46.20.161 to allow the option to include blood type designation on a driver license.  The option is contingent on the licensee providing documentation verifying the blood type from a licensed physician, medical facility, or blood donation organization.  

Section 4 allows DOL to charge an administrative fee not to exceed $2 for processing blood type designation requests.  

Section 7 sets the effective date as January 1, 2026.  There is no distribution stipulated for the administrative fee, and it is assumed the administrative fee would be distributed to the Highway Safety Fund (106).

 

It is not known how many individuals might opt to include their blood type designation on their Identicard or driver license and pay the administrative fee as well as provide verifying documentation.
