UPDATE: The 10 year analysis for SB 5578, titled AN ACT Relating to strengthening Washington's labor standards, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Cash receipts are indeterminate as it is not known the level of citations that will be assessed.  In addition, cash receipts from stop-work order violations is indeterminate due to inability to determine how many days a business could continue to violate a stop-work order.
